MOORHEAD — After repeated safety and building issues, the Moorhead Public Housing Agency is considering selling its downtown high-rise. River View Heights, a low-income public housing building in downtown Moorhead, has been fraught with water, elevator and safety issues. The building needs around $18 million in repairs, said Moorhead Public Housing Agency Executive Director Dawn Bacon. The property is also really expensive to maintain, and the funding coming in is not sustainable to address those issues, Bacon said. Later this month, the Moorhead Public Housing Agency Board will decide whether to kick off the process of selling the building. While no final decision has been made on a sale, the agency has been notifying residents of the possibility. The agency plans to provide relocation assistance to River View residents, either to other public housing options or private housing using Housing Choice Vouchers from the U.S. Department of Housing and Urban Develo
